PoP availability completely depends on ISPs providing them, as such if an ISP is willing to provide one, then there will be a PoP for their userbase where they want it. Without ISPs providing PoPs there logically aren't any, we depend on them.

Thanks for the info, Jeroen.
I thought that SixXS POPs were privately held by people not necessarily in the ISP business, but colocated in the same facilities as ISP's equipment, like Internet Exchange Points. It seems I was completely wrong :)
