Hi, I;d like to use the nzwlg01 as my POP as it's the only one in my country. How do I arrange this?

Not by filing a ticket.
You can though add a note in the reason field and we will look at it. Do note though that PoPs have restrictions on which endpoints can use them, which is most likely why it did not show up in the possible list for selections.

The restriction is that I must live in NZ according to the POP page.
How do I request this then, should I just choose another POP? I was just trying to avoid being allocated address out of another POP's range.
