I have read and followed the "Reporting Problems" section on the Contact page and am providing the following details for this report based on the list of items stated there:
When I try to load the website www.sixxs.net from 137.226.28.0/22 it took about 1 minute to load the page.

What browser, where is the tcpdump etc?
You are showing an IPv4 traceroute there. www.sixxs.net is both IPv4 and IPv6 enabled. The IPv4 address is located at multiple places, www.sixxs.net is a CNAME to www.m.sixxs.net.
"Slowness" can also be caused by a misconfigured DNS cache/resolver on your end which is not handling AAAA queries correctly.
Lots of factors. Start tcpdump/wireshark, then hit the website, stop the capturing and check what goes wrong.
Also please watch your use of language.
