Cannot request subnet w/ 40 ISK

Sorry for the n00b question; didn't see anything in the FAQ. I have requested a tunnel, but "Request subnet" is disabled due to insufficient ISK or permissions. Do I need to have the tunnel up and running before I can request the subnet? I have 40 ISK so credit is not the issue. Thanks, -K-

You seem to have 35 credits, and you need to have a tunnel approved before you can request one toward it, as I guess you looked before the tunnel was approved, check again.

Posting is only allowed when you are
