linux and yum over tcp6 problems

I'm seeing some funnies when trying to run tcp6 on linux. I can watch a packet getting dropped with wireshark and then communication comes to a grinding halt when the other side doesn't retransmit. This seems to happen quite regularly with yum. I'm not quite sure where to look. Disabling the ipfilter and ip6filter didn't make any difference. I'm switching tunnel endpoints (from a static tunnel to an anycast 2002:: tunnel to see if it was a problem with my tunnel peer. Anyone have any ideas of where to look? I uploaded the wireshark dump to the fedora bugzilla. It doesn't show much other than a dropped packet that doesn't get resent. https://bugzilla.redhat.com/show_bug.cgi?id=536775
