I'm a beginner, so I want to take my notebook with a TIC to a friend. Of course he has another PoP IPv4. Can I connect my tunnel from another router/provider and if so, what I have to care for?

TIC is one of a few protocols in the SixXS setup. It is used for retrieving the configuration details. If the protocol of the tunnel is AYIYA, then moving around the world should not give any issues (unless AYIYA is firewalled); in most cases TCP connections even survive these changes in local network. Hence, as long as your tunnel is AYIYA, you should be fine visiting other networks.
