My name is John Morrissey, my NIC handle JWM7-RIPE (contact e-mail jwm@horde.net), and I'm having trouble reaching a certain host over tunnel T8162 to usewr01.
I host the ProFTPD Project's bug tracking system (bugs.proftpd.org, 2001:4830:1200::2), and recently received a complaint from a user that it was unreachable from 2001:5001:103:3101::21.

It seems to be exactly the same problem actually.
Your statement of "Can't reach anything" is a bit off though as except for the 80 odd prefixes that are unreachable over OCCAID, the rest is reachable. OCCAID is aware of this problem.

I believe that OCCAID is currently having some connectivity problems. I can ping all of the other OCCAID PoP except usbos01. Also, a traceroute to various other destinations outside of OCCAID fails:

This is not related to OCCAID (although it might look that way) but to GBLX-nLayer-your.org being broken (at least from some GBLX ingress points, I think HEAnet-GBLX-nLayer-your.org was fine). I've verified that from AS12816 (LRZ) and sent a mail to the tech contact at GBLX.

I have also failed to reach a 6to4 (public) host through my tunnel.

talked to the operator of the machine with that IPv6 address and according to ip -6 route output his routes are all fine.

Due to the many ways that 6to4 is broken, we really won't even think of looking what a problem with 6to4 can be. Sorry, but that is the way it is, it costs way too much time to resolve the issue, and it tends to be some weird thing that is very difficult to find and then resolve.
(It is funny that you kept the initial text that gets inserted in the ticket, as you didn't follow it at all btw)
Suggestion to the 6to4 user: get a real tunnel.
